Deze regel is in 2007 aangescherpt door het VOC-percentage (Vluchtige Organische Stoffen of Componenten in het Nederlands) in alle verven radicaal te verminderen, dus ook in verf voor buitengebruik. Het percentage is al flink gereduceerd maar deze dalende lijn zal in 2010 verder worden doorgevoerd. Het VOC-percentage moet zo laag zijn, dat het gebruik van oplosmiddelhoudende producten niet meer mogelijk is. Waar een dekkende lak nu nog 400 gram per liter VOC mag bevatten, moet dit in 2010 maximaal 300 gram zijn. Om dit te kunnen bewerkstelligen wordt er gewerkt aan het ontwikkelen van nieuwe soorten bindmiddelen. Er zijn al diverse verven op de markt die reeds '2010-proof' zijn.
